Can anyone confirm if this deco is bugged or not? There’s already another one with the same name, and only it appears in the in-game decorations list.

Yeah, its bugged but there’s a workaround. I tested this by emptying out all my Weequays from the Casino event onto hooks, then learning a fresh Weequay Patron from the Underworld Patrons Personnel Bundle. After a relog, the Underworld Weequay was available and placeable while the Casino Weequay became unavailable instead. The hook count for both types does appear to be separate, and the game is keeping track of the hidden Weequay type. You can check your own count by mousing over an unlearned version of either, if you have one available.
This is also the case with the Rodian Patron from the same bundle, despite the fact that the Casino version produces an NPC named Rodian Gambler and not Rodian Patron once placed on a hook.

Uh and by “after a relog” I meant.. “after selecting Show Available”
You can sort of toggle between them this way, I’m still testing all the rules for what determines visibility. But I can consistently access and place the Underworld type now by using Show Available as long as the Casino type has been dumped out and I have at least one Underworld type.

Thanks for the info mate, I was wondering whether I should get rid of this deco or not. Guess I’ll hold onto it and use it somewhere.
