This was pretty clearly designed to be for the underwater centerpiece hooks on Manaan, which is good because there’s not a whole lot of decorations that work for those at the moment.
You’re clearly supposed to put Jedi War Tables in them. Maybe Rancors. Crashed shuttles? /shrug
I made mine a missile silo and put storm carrier rockets all around the outside
I manage to obtain this from the GTN and placed it on the sea floor at my Manaan Stronghold. The eruption animation do occur regularly even after you initially place it but you have to wait for it. There is even a chance the eruption animation would show up during the cutscene.
