Is this “decoration vendor” on Rishi or Yavin 4 or on fleet? And are they bind on pickup or can be sold on gtn? Just curious!

I have just purchased this pot of flowers from the decoration vendor and unlocked it but I cannot see it in my list of unlocked stronghold decorations. Anyone had the same problem?
Make sure that you are looking at the proper hooks. This planter can only be used on blue floor hooks.
