In my Dromund Kaas stronghold, I have a Sith meditation / ritual chamber. I tried Cage of Tormented, Emergency Ceiling Light (Red) and the new Sith Crystal, but nothing makes the room glow RED like the Imperial Ceiling Light. Nothing! I have yet to unlock my Holocron of Despair, though. That might create a deep enough red, too.
I have a feeling that this will completely just light rooms up with red light.

No they don’t. Not in SWTOR. The Emergency Ceiling Light only emits a bit of light
