Someone correct me if I’m wrong, but there isn’t a vendor for this item. It’s a world drop. You’ll have to kill things and loot the bodies in order to obtain it. It’s randomized. I find that doing dailies is the best way to go about it. You get the credits, the renown, ect. all while also getting the general body loot.

If it’s not on any of the Ossus decoration vendors, it’s a world drop. The Ossus world bosses offer the best chance to get those, imo, but you need to find a group to take them down, and that isn’t so easy these days.
