Not that I know of. However, every level 15+ republic can get it by going to the fleet, to the holo guy in the middle of the Stronghold section. He gives you a quest to buy a stronghold. Buy one. Go to it. Walk 10 feet in and you get a bunch of basic items as a reward, one of which is a republic banner. Replace republic for Imp if on the imp side. Good luck!
It appears this has recently been changed to require Valor Rank 14 to unlock.
Which sucks. It’s become nothing more than trash for me now.
